Victini cannot be caught in game without an event. There is no current Victini event. Currently, you must trade for a Victini or wait for another event (which might never happen).

It can only be reached by a ship in Castelia City. In Black and White 1, this could only be reached if you had a special key item. You would then be able to capture Victini, a very rare Pokemon. In Black 2 and White 2, anybody can reach this island.
