You can’t catch Celebi in Pokemon Emerald. If you want Celebi, then you’ll have to have a Japanese Gamecube, a Japanese copy of the Pokemon Colosseum bonus disk, and a Gameboy Advance to Gamecube Link Cable. Then you can trade a Celebi from the bonus disc to Emerald.
What can you do with the bonus disc in Pokemon Colosseum?
