Once you get to level 50 in mercantile you can sell any item to any merchant. Two of the best merchants that I always use are Ogier Georick at the Main Ingredient, which is in the Market District in the Imperial City, and Varel Morvayn at Morvayn’s Peacemakers, which is in Anvil.

You are told to start with Jakben, the last descendent of this fabled thief. He lives somewhere in the Imperial City. Go there to start your search. Speak to any beggar in the Imperial City about Jakben and they’ll tell you he lives in the Talos Plaza District.
