The gamepad is disabled in Wii mode. You need a Wii Remote to play Animal Crossing: City Folk on the Wii U. All Wii U specific devices (the gamepad, Pro Controllers) will shut off when the console goes into Wii Mode, because it is effectively turning itself into a Wii while it’s in that mode.
