Can you use foreign cards in Magic tournaments?

Foreign language cards are allowed at any tournament level. At any point you can call a Judge over to pull up the Oracle text of a card. I personally discourage using foreign language cards unless you can clearly and truthfully indicate the card name and effect.

Are damaged MTG cards tournament legal?

Yeah, proxies are not allowed in any sanctioned Magic tournaments. The only exception is for cards that have been damaged during the course of the event (not due to negligence on the player’s behalf), and only the Head Judge can issue that proxy for that event.

Basically lower print run and higher demand = higher prices. People like the look of Japanese, Russian, and Korean, so these demand a higher price. They are also in lower supply then English.
