Yes, because it kills the pokemon instantly. If you make it have 8 pp its max you could kill 4 pokemon before it has no pp left.
Is fissure better than horn drill?
Fissure vs. Guillotine and Horn Drill are functionally identical. Because they are Normal attacks, neither can affect Ghost Pokémon. Fissure can KO Ghosts, but it can’t affect Flying Pokémon (due to its Ground type). Otherwise, it works just like Guillotine and Horn Drill.
