Does Pikachu Learn wish?
If you’re using Pikachu, you’ll have to evolve the Pichu into Pikachu first, which evolves by friendship. Breed the male Pikachu or Skitty that knows Wish with the female Eevee. The resulting egg will hatch into an Eevee that knows Wish.

They are legitimately good moves. However, it requires careful planning, you need to allow your important pokemon to get injured but not KOed, and then you need to find an opportunity to switch in your sacrificial pokemon and have them do Healing Wish/Lunar Dance before they themselves get KOed.
Does wish work if you switch out?
No, you can switch out normally and still get wish. It doesn’t work if the Pokemon you switch into has full HP, obviously.

Wish is good because it has a different utility than normal healing moves. Wish will heal for ½ of the Max HP of the user at the end of the next turn. I use Wish on my Vaporeon for Example, who has 464 HP, which means Wish will heal for 232.
