Where can you craft spells in Oblivion?
Custom spells can only be made at an Altar of Spellmaking. There are two within the Praxographical Center building at the Arcane University. These are only available to members of the Mages Guild who have completed all the recommendation quests in order to gain access to the University.

Pre-made spells Starting at 7:00 AM, paralysis spells can be purchased from Ita Rienus in the basement of the Bravil Mages Guild. Once access to the Arcane University is obtained, Borissean sells high-level paralysis spells at the Praxographical center.
